Empty Promises

What is up with Raymie Parker’s campaign promises?  Seems to me like she doesn’t understand the first thing about how Stoneham works.  She said a Town Planner would help with Chapter 70.  Does she realize Chapter 70 is done on a STATE level and not by a Town Planner?  She said she was going to give the money proposed for beautification to the Senior Center.  Do you think she realizes she does not have the ability to do this? Maybe she doesn't realize that it is the citizens who vote on this and that it would not be her decision.

Also, her mailing mentions stuff without any explanation.  Like when she stated Pursuit of PILOT (Payment in Lieu of Taxes) DCR & MWRA.  Could she explain what she means by that?  I haven't a clue what PILOT means. I have never seen it mentioned or explained by her before the mailing. What it is and what does she intend to do with it?  Using the lingo doesn’t mean she knows what she is doing.  

Also wondering what she means by “properly staffing public safety.” How does she intend to staff public safety and will it be at the expense of other now understaffed departments?  Promises without explanation or backup are just EMPTY promises.  Come on.
