"What’s more important: an extra hour of sleep or getting up early to exercise?"

A common sense answer is that it depends on what you feel your body needs and it depends on what you want..
If you can plan and schedule your sleep and your physical training for your day, that'd be ideal, but everyone's day-to-day routine can vary easily so that the time you have available isn't the same.

As a professional martial arts instructor, I see that everyone finds sleep easier than physical activity. Everyone needs sleep eventually. Most people have difficulty maintaining consistently their physical training. Most people are easily derailed from their physical training by slightest excuse.
The ones who don't get derailed from their training routine place the highest importance on physical training combined with willpower and a habit of training to where skipping a day feels weird.
If you are a person who would easily get derailed from your training routine, I would recommend making sure training is part of your day. If you're having a hard time staying awake because you need more sleep, then get more sleep, as necessary.
People can function for a period of time with extremely low amounts of sleep. They may or may not function at a hundred percent, but they can function for a period of time before they need to recoup their sleep.
One can choose how much sleep they want in their life just as they can choose how much physical training they want in their life.
