TOWN MEETING TIMELINE: Stoneham Middle School Project Warrant Article, Two Others Pass; One Indefinitely Postponed

7:16 p.m.: Special Town Meeting is underway. Town Hall is packed, as hundreds are filling the seats and even the balcony is being used.
7:17 p.m.: Pledge of Allegiance conducted.
7:18 p.m.: Town Moderator Larry Means starts addressing group about rules.
7:23 p.m.: School Building Committee chairperson Jeanne Craigie read Article 1 asking voters to support funding of the proposed $39,982,390 Middle School project.
7:30 p.m.: The Building Committee held 23 meetings in the process, including five with the Massachusetts School Building Authority (MSBA), according to Craigie.
7:33 p.m.: The Building Committee vetted nine site plan options, according to Craigie. Decided the Central Elementary School site was the best option.
7:35 p.m.: On Jan. 25, MSBA unanimously approved the project without discussion. "Stoneham was by far the most complete," the MSBA stated of the Stoneham project of the five projects reviewed by the MSBA, according to Craigie.
7:37 p.m.: "We will be careful with your tax dollars moving forward," Craigie said before asking for the taxpayers to approve the project.
7:40 p.m.: The Board of Selectmen, Finance and Advisory Board and School Committee stated they have unanimously approved the project.
7:42 p.m.: The article is opened for discussion.
7:43 p.m.: Resident Paul Means is the first speaker. He said he supports the project despite initially being "skeptical" because it improves the school district and the educational curriculum.
7:49 p.m.: Addressing some questions posed by a resident, Craigie said students of Central School would be redistributed to the other elementary schools within the district. A two-story Middle School addition will be constructed at the Central School site, with the third floor for fifth graders, according to Craigie. She could not comment on whether the construction project would be done by unions or local firms.
7:59 p.m.: "Just at baby steps" of redistricting plan, said Craigie, adding the project is only in Phase One. She added that some busing may be involved, but a definitive plan is not in place.
8:01 p.m.: Resident requests the question be moved. The majority of the crowd moved the question to a vote.
8:03 p.m.: Article 1 is approved by a two-thirds majority vote. Craigie thanked the crowd.
8:08 p.m.: Article 2 was indefinitely postponed. The article had asked for a zoning by-law change to allow residential use along Main Street excluding the Central Business District. Homes with no more than five units would have been allowed under this by-law adjustment, if approved.
8:11 p.m.: Article 3 passed. Voters approved transferring $40,000 from the Town Clerk Personnel Budget to the Veterans Operating Budget in fiscal 2012.
8:18 p.m.: Article 4 passed. Voters approved using up to $40,000 from the Cemetery Perpetual Care-Income Trust Fund to cover the cost of developing a Preservation Master Plan for the 1726 Old Burying Ground on Pleasant Street. If the project moves forward as planned and is completed by June 30, the town will be reimbursed up to $20,000 thanks to a grant from the Massachusetts Preservation Projects Fund. The reimbursed funds would be returned to the Cemetery Perpetual Care-Income Trust Fund, which currently has $145,000.
8:19 p.m.: Special Town Meeting adjourned.

Over the past 40 years that I have attended, it has been packed more than tonight--But tonight was a great showing very appreciative of the citizens for being there!
